One accused of running from the police, barricading in the house

SALISBURY – A Rowan County man has been charged after police say he fled a traffic stop for a seat belt violation before fleeing on foot, returning home and barricading himself inside the home.

The incident began around 2:30 p.m. Monday when two deputies noticed a white Ford Ranger pass them on Goldfish Road, with both the driver and passenger not wearing seat belts, said Capt. Mark McDaniel, information officer public for the Rowan County Sheriff. Office. Deputies, who were in a vehicle, then attempted to catch up to the truck, during which it turned right onto Moose Road without stopping at the stop sign.

Deputies attempted to stop the Ranger on Moose Road with lights and siren, at which point the truck accelerated and continued driving, McDaniel said. The truck turned left onto China Grove Road, where it allegedly attempted to check on deputies several times. The vehicle then turned left onto Echerd Street, where it continued into a driveway in the 2500 block of Glenwood Street, striking a trailer parked there, McDaniel said.

The driver allegedly jumped out of the vehicle and ran on foot, while the passenger complied with deputies’ commands and stayed put. Deputies chased the driver through nearby woods with a K9 unit, but eventually lost him, McDaniel said.

Later in the day, deputies received information that the driver, identified as 21-year-old Jeremiah James Phifer, returned to the home in the 2500 block of Glenwood Avenue, McDaniel said. Deputies returned to the property, surrounded it and ordered all occupants out.

A relative of Phifer’s came out of the building and informed deputies that Phifer was in the home, McDaniel said. Deputies also previously received information that Phifer may have been armed with a firearm. Deputies repeatedly ordered Phifer to get out, but he allegedly responded and said he wasn’t going to leave.

Phifer walked to an outside door and was arrested by deputies at approximately 7:30 p.m.

Phifer was charged with felony fleeing to elude and misdemeanor resisting, obstructing or delaying an officer. He was also issued warrants for misdemeanor and criminal possession of a stolen motor vehicle. He was placed in the Rowan County Detention Center and denied bond by Magistrate Sean Reid under the Pretrial Integrity Act.
